"At 10 A.M. I went to the Special Priesthood Meeting. Prest Jos F. Smith gave a fine talk on Priesthood which should settle all disputes in regard to whether the High Priest is greater than the Seventy or the Seventy is greater than the High Priest &c. He said the offices in the Priesthood are apendages (Sic) to it and grow out of the necessity of the growth of the Church to guide and regulate all the duties pertaining to its membership. Therefore if it were necessary and there were no organized ward or branch of the Church an Elder or Seventy could ordain an High Priest and organize the offices nescessary (Sic) to completely organize the Church. When there is an organized branch or ward of the Church in existence and an Elder or Seventy should attempt to ordain an High Priest they would be entirely out of order and be liable to discipline for their actions as Gods (Sic) house is a house of order."
