The Utah Commission, authorized in the Edmunds law, arrived in the territory. The five members of the commission, appointed by the U.S. president, had responsibility of supervising election procedures in Utah. Since the result of its activities was to enforce the disenfranchisement of much of the Mormon population, Church members considered its work unfair.
