I am somewhat perplexed. Our present practice with respect to Seventies does not seem to harmonize with the views expressed in the attached documents [i.e., Journal History, December 14, 1845, p. 1, and Deseret News 26:274 of talk of Brigham Young on May 25, 1877]. Our Church history makes it very clear that when a man is ordained a Seventy he should not at the same time be ordained a High Priest; and on the following page it also states that the Seventies should be drawn from the Elders Quorum.
