It having come to the knowledge of the First Presidency that children and adults who had not received their endowments had been permitted to witness the marriage ceremony of their friends in one of the temples, the propriety of this was considered by the council of First Presidency and apostles; and I was instructed to request the president of temples to strictly forbid any person who had not received his or her endowments from witnessing the sealing ordinance.
