[John Nuttall]
The 12 held a council to day & considered the right of appeal from High councils. Decided that an Appeal can be had to the first presidency wherein an unrighteous decision is given, and then only as to the decision not as to hearing the case'if the case has to be heard again the 1st president decides, who shall hear it. whether the same high council with 1 or 2 of the 12 present. or by arbitration'or by the Church in Conference assembled and Stake with all the priesthood of the Stake'or by the general Conference assembled.
