Brother [Charles W.] Penrose reminded the Council that it was time to suggest names for Probate Judges for the President to appoint ... John Henry Smith moved that President [Wilford] Woodruff appoint a committee of three to seek for proper persons form various counties to submit to the President for nomination. [Note: The committee was composed of Lorenzo Snow, Franklin D. Richards, and John Henry Smith.]
