[First Presidency]
Dear Brother: Your correspondence with Brother J. Wesley Harmon, a colored member of the Church was duly received ... he does not seem to fully comprehend, and which could not be properly taken up without some care and consideration for him and the race to which he belongs. He makes a fundamental error in conceiving the idea that because it is stated in scripture that 'God is no respector of persons,' the Almighty must of necessity grant to every person living the same rights, powers, authorities and keys of ministration and dominion....
