Letter from Bishop Arnold D. Miller, Jr., of the Parker Ward, stating that there had moved into his ward a man one-half negro who had married a white woman, whose children were therefore onefourth negro, and asking for the ruling of the church concerning the children by this marriage, as to their holding the priesthood, was submitted. The Presiding Bishopric were instructed to advise Bishop Miller that no person with negro blood is entitled to the priesthood; such persons may be baptized and become members of this church but cannot hold the priesthood.
