There ought not to have a man in this room who would not rather sacrifice his life than betray the kingdom of [G]od or his brethren. Any [temple] garment which is not white is not a garment of the Priesthood. It is not the prerogative of the Bishops to give recommends for second anointings they must be given by Prest. of Stakes. It is not supposed that the Bishop knows anything at all regarding second anointing. It is the Highest ordinance which has be revealed to man. A man who has recd. his Second Anointings must be more circumspect than ever before and if he transgress[,] put the screws on him more severely than others. Persons who are recommended from one ward to another should be recommended for just what they are. Say nothing bad about them.

Prest. [John R.] Winder. Each Bishop & Prest. of Stake should have a copy of this blank in his office. No woman who is married to a man who is not a member of the church [can enter the temple; she] cannot receive her endowments. All men who come to the temple should be ordained Elders before coming to the temple. Banks should be established by our own people and not by outsiders. ...
