The First Presidency and Myself, Rudger Clawson, Hyrum M. Smith, Geo. A. Smith, Geo. F. Richards and O. F. Whitney of the Twelve and Secretary Geo. F. Gibbs met at 10 a.m. in the Temple. Prayer by Orson F. Whitney. Mouth at the Altar A. H. Lund.
It was agred that the Rule made in the past and adhered to by all of the former Councils of the church [is] that the Negro Race might be baptised but could not have the Priesthood.
