Elder Lee announced the new Home Teaching Program at General Conference, which he described as "the first tangible step toward that the Church will see on a church-wide basis" of the new correlation program. In fact, it was the first program initiated under the new correlation mandate, enough it did not pertain to Church curricula. The new program differed from ward teaching in two ways. First, home teachers would have general stewardship over the welfare of the families that they were assigned, rather than merely delivering a message each month, and second while bishops would administer the program at the local level, at the general level it would fall under the direction of the Quorum of the Twelve, not the Presiding Bishopric, who had supervised the ward teaching program. Under the program priesthood holders, as father were supposed to preside in the home, and as home teachers to reactivate the inactive members and to befriend new converts and investigators.
