I attend a council meeting of the Twelve at the E[ndowment]. H[ouse]. Brother Moses Thatcher said before the council some propositions of Mr. [Emilio] Beybeck of the city of Mexico, looking towards the colonization of some parts of Mexico by our people. This gentleman has a contract with the Mexican government to furnish 300 families as settlers in 5 years and for which he is paid $40 for children and $80 for adults per head. He offered us the benefit of his contract.
