Twelve high priests organized into a high council in Clay County, Missouri, with David Whitmer selected as the council's president, and John Whitmer and William W. Phelps as counselors. During his ordination blessing Joseph Smith ordained David Whitmer a "Prophet, Seer and Revelator and Translator." After the blessing the Prophet explained that Whitmer "was to be a leader or a prophet to this church, which was on condition that he (Joseph Smith) did not live to God himself."
