[General] Elder Seymour B. Young reports that he presented to President

[Joseph F.] Smith that the First Council desired Presidents of Quorums to alternate with members of the First Council in being mouth in ordaining Elders, Seventies. President Smith in answer to this question called attention to the case of Moses, whose father-in-law advised him to call in some of the Elders of Israel to assist him in his duties.
