Church authorities and lay members, familiar with the private sanctioning of plural marriages, were probably very surprised when they read the testimony of their leaders before the Master in Chancery, as Woodruff, Cannon and Smith all testified that not only had polygamy ceased, but cohabitation had discontinued and that the Manifesto also applied to Mexico and Canada. ( Quinn, LDS, p 50 ) Woodruff pointedly stated that the Manifesto applied both within as outside of the United States, in an attempt to get the government to return the church's confiscated property.
