He said that they had had trouble in having Communists in the service and that the first Communist cell in our Government was established in the Department of Agriculture, including Alger Hiss and some others. He noted and mentioned one (I do not recall his name) who was one of his upper men and who was a Communist and who for security purposes he was not willing to reappoint to a position which he held when the Agricultural representatives were under the State Department. ...
