Joseph F. Smith proposes to sustain the Presiding Patriarch above the Quorum of the Twelve, which his counselors and apostles oppose. At a special conference the next day which sustains him as church president and his half-brother as Presiding Patriarch, Smith says that the church patriarch technically should be sustained above the church president.
