The Patriarch requested that his position and duties as one of the General Authorities of the Church be more clearly defined, and asked for instructions as to the application of verses 91 and 124, Section 124 of the Doctrine and Covenants, relating to the order of the presiding officials of the Church, in which order the presiding patriarch of the Church is named before the First Presidency.

... Attention was called to the fact that in the arrangement of seats in the Council room the patriarch sits with the First Presidency, or between the First Presidency and the senior member of the Council of the Twelve. ...

After further discussion it was determined, on motion and by unanimous vote, that the Twelve Apostles take their places in the Council room according to the consistent order, the senior member occupying the first seat to the right of the First Presidency, and thus bring the seat reserved for the use of the patriarch next to that of the junior member of the Council.
