[Apostle John Henry Smith Diary] President John Taylor gave us his views on the duties of the first Presidency and the duties of the Twelve and showed by statistics that it was the prerogative of the president of the church to select candidates for the apostleship, and the Council of the apostles to confirm. I beleive it is the twelve's right to confirm or reject.

I do not beleive in the doctrine that the president of the Church should select all candidates for civil office.
