As it was a year of Jubilee $800,000 of the perpetual Emigrating fund was forgiven to the Poor in Debts which they owed the institution. Also $75,899.01 of Back Tithing was forgiven the Poor. 1,000 Cows was to be given to the widows & poor & the Church was to furnish 300 of them. 5,000 sheep was to be given to the Poor & 2,000 of them to be furnished by the Church. The relief Society of the Sisters were to furnish as a loan 34,000 Bushels of the wheat they had in Store for seed to the poor who needed it but that must be paid Back again. And the Bishops were held responsible for the return of the same.
